The wealth of a society comes from the ability of enterprising people to look to the future and see the opportunity to make profits.
When they can't, they register with the government. (M. Thatcher)
VB: Correct for the production and sales of private goods.
However, the trouble starts with the provision of public and collective goods and goods with externalities. If the institutions and policies for
their competitive provision are not tuned up close to perfection (which is rarely the case), the call on the government to wake up is a must.
An entrepreneurial registration for government services is a heroic and risky act (see Elon Musk's case).
But a registration with the aim of easy rent-seeking and marauding on the fields of commons is a profound criminal shame.
The deplorable registration is for those who merely transfer to the government and politics to harass the entrepreneurs by bureaucracy and corruption.
